Sir,
I have the honour to inform you
that considerable difficulty having been experienced in
providing for the repatriation of Americans who arrive or
become destitute in this Colony or in obtaining American
assistance towards their support, I took the opportunity
of the visit here of Mr. William H. Taft, United States
Secretary for War, to make a representation to him in the
matter.

Mr. Taft expressed himself sym-
-pathetically with regard to it and at his request I handed
him on the 5th. instant a note of which I enclose a copy.
3.
I have also mentioned to him the
case of Stella Donnelly, the American woman who was admit-
-ted into the Hongkong Lunatic Asylum at the age of 32 in
March, 1895, and still remains there. The case of this woman
